Melania Trump Leads Program Helping Foster Youth Build Education and Careers

President Donald Trump and First Lady Melania Trump signed an executive order Thursday creating the “Fostering the Future” initiative, aimed at expanding educational and career opportunities for teenagers in the foster care system. The joint signing took place in the East Room, with the first lady emphasizing the importance of supporting youth transitioning out of foster care.

The program directs the Department of Health and Human Services to improve the foster care system by streamlining data collection, modernizing information systems, and increasing caregiver recruitment and retention. It also encourages partnerships with private organizations, educational institutions, and faith-based groups to provide resources and mentorship for foster youth.

A key feature of the initiative is an online platform to help foster youth access federal, state, and local programs, including housing, education, employment, healthcare, and mentoring. The order also expands flexibility in Education and Training Vouchers and promotes the use of scholarships funded through tax-credited donations for children in foster care.

“Too many people from the foster care community end up homeless, in danger on America’s streets,” the first lady said. “I predict this small spark today will ignite a profound and lasting nationwide movement. Our united resolve will foster a thriving future filled with compassion and innovation.”

The executive order mandates an annual scorecard to measure state-level outcomes, such as reducing time in foster care, accelerating permanent placements, and improving child safety. It also addresses policies that may prevent faith-based organizations from participating in federally funded programs.

According to the Administration for Children and Families, roughly 328,947 children were in foster care as of September 2024, down from 437,000 in 2017. Studies show only 55% of foster youth graduate high school, 10% complete college, and one in ten incarcerated individuals has spent time in foster care.

President Trump praised the first lady’s efforts, highlighting her commitment to children’s well-being and noting, “We believe that every American child deserves a safe and loving home, and we’re determined to support the amazing families who helped make that happen.”
